The Quiet Erosion of Death Data: Why the LADMF Can No Longer Be Trusted

For decades, insurers treated the Limited Access Death Master File (LADMF) as a source of truth. That era is ending. Since federal access restrictions took hold in 2011, the file has steadily lost ground — it now reflects only about 16 percent of actual decedents.

For insurers, that’s not an abstract data problem. Missed deaths mean unpaid claims, beneficiaries who are never found, unmet escheatment obligations, and pricing built on information that no longer reflects reality.

In this one-hour panel, a sitting insurance regulator and a nationally recognized consumer advocate examine what the decline of the LADMF really means and the two duties now in tension: the obligation to find beneficiaries and pay valid claims, and the obligation to operate on sound data.
